• The regulation does not mandate the use of a specific fuel or technology but instead limits the GHG intensity of energy sources. Thus, it encourages the use of the most suitable technologies and innovative solutions.
• Gross Tonnage: Passenger and cargo ships over 5,000 GT
• Regardless of Flag: All ships entering or departing EU ports
• Shipowners are required to monitor and report the amount and type of energy used by their ships. Independent verifiers will audit the accuracy and completeness of the reporting. A compliance certificate (FuelEU compliance certificate) must be issued for each ship.
The shipowner submits the FuelEU Monitoring Plan (MP) to an accredited verifier. This plan should include the assessment of GHG intensity for each ship and provide important details on how emissions will be monitored and reported.
The shipowner submits a FuelEU annual report to the verifier for each ship, providing detailed information about the ship's compliance with the regulation. In the event of a change in ship ownership, a partial report must be verified within 1 month of the transfer
he verifier registers the FuelEU report in the FuelEU database by March 31 each year.
By April 30 each year, the shipowner registers the compliance approval in the FuelEU database. The verifier gives final approval of the ship's report and makes the final entry.
By June 30 each year, the verifier issues the FuelEU compliance certificate. In the event of a penalty, the compliance certificate is issued by the port state authorities after payment is received.

Non-Biological Renewable Fuels (RFNBO): For example, Methanol
Renewable Carbon Fuels (RCF): Encouraged use
Fossil LNG/LPG: Use discouraged
• Shore Power Supply in Ports:
Use of electricity supplied from shore in ports
• Utilizing Wind Assistance in Transit:
Use of wind energy as an auxiliary power source
• Taking a maximum of 2% compliance credit from the next year: (Not allowed for two consecutive years)
• Including compliance credits in a pool of ships with other companies
